What is Capital Supports?
Capital Supports is the NDIS budget category funding one-off, higher-cost items: assistive technology, home and vehicle modifications, and Specialist Disability Accommodation. Funding is tied to specific approved items, usually requires a quote and often an allied health assessment, and cannot be spent on anything else.
Capital funding is the least flexible in the scheme. An amount approved for a wheelchair is approved for that wheelchair; it does not become general funding if the participant changes their mind.
Most support-delivery providers never touch Capital funding. Providers who do — assistive technology suppliers, building modifiers, SDA providers — work to a quote-and-approve cycle rather than a rostered-service cycle.
The two capital support categories
- Assistive technology: equipment for mobility, independence, personal care, communication and inclusion, such as powered wheelchairs or vehicle modifications.
- Home modifications and specialist disability accommodation: changes to a home so the participant can live more independently, or funding for SDA if they need specialist housing.
Older plans sometimes funded assistive technology repairs, rental and trials in the capital budget. These now sit in a separate support category called assistive technology repairs and rental.
Why capital funding is stated
Capital funding is stated. It cannot be moved between categories and can only buy the supports described in the plan. The plan specifies what each amount is for, such as maintenance and repairs of hearing aids, and says if a quote is needed.
Evidence, quotes and timing
Capital items are usually expensive, bought once or replacing something the participant already has, and the NDIA often asks for reports, assessments and quotes before funding them. Funding periods are set to match when the item is needed. In an NDIA example, assistive technology funding is placed in the first funding period of the plan so it can be bought straight away.
What providers should check
- Read the plan wording for the exact item or modification funded.
- Confirm whether a quote is required before supplying.
- Check which funding period the money sits in, since capital funding is often released in one period rather than spread across the plan.
- For SDA, check the provider is registered and the dwelling is enrolled, and put a written service agreement in place.
- When recommending an item, explain how it meets the reasonable and necessary criteria, including value for money. The NDIA considers whether a capital item, such as a vehicle modification, reduces the need for other supports.
